Arc Blockchain Launches with Institutional Validators
Circle is launching its Arc blockchain on Sept. 16, bringing financial institutions directly into the settlement layer — but leaving major governance and user-risk questions unanswered.
According to Circle's official announcement, 11 outside institutions have joined as founding validators alongside Circle itself. BlackRock, DTCC, Visa, Mastercard, and ICE are among the names named. Their participation signals serious institutional buy-in — but it does not mean these firms are backstopping user losses or vouching for every application built on the network.

SEC Chair pushes for crypto self-regulation under new framework
SEC Chairman Paul Atkins has directed staff to draft a proposal allowing investment advisers to self-custody crypto assets under certain conditions — including assets held for managed funds. The plan would also permit state-trusted companies to serve as custodians for regulated advisers and investment funds.
Atkins announced the initiative on September 14 in a speech at the Solana Policy Institute Summit, placing self-custody alongside two other pillars of the agency's updated crypto regulatory framework.
