俄罗斯央行指出，近几个月国内价格走势，受到机动车燃油这类高波动因素的显著影响 。俄乌冲突背景下，本土炼油设施遭到袭击，造成燃油供给扰动，汽油、柴油价格出现明显上涨，直接推高国内通胀读数 。
燃油涨价存在双重传导效应。一方面直接抬升居民出行成本；另一方面通过物流、运输成本，间接传导到食品、工业品等大量商品服务价格，推升全社会通胀预期，形成二次通胀效应 。央行判断，燃油带来的属于供给端冲击，并非国内需求过热导致，核心通胀整体仍处在可控区间 。
受燃油涨价扰动，俄罗斯央行上调了全年通胀预期，同时收紧降息节奏，虽然仍维持降息操作，但宽松空间已经收窄，需要观察燃油市场能否企稳，避免成本压力持续扩散到更多品类物价。
